That is a closing time, not a last-seating window. Counter service means you can walk in at 12:45am, step up to the counter, and order. There is no host telling you the kitchen closed ten minutes ago. If the sign says 1:00am, you can order until 1:00am.
That distinction matters more at this hour than at any other. Most Strip restaurants that call themselves "late night" stop taking orders at 10:30 or 11, even when the dining room is technically still open. Rock N' Potato's counter format removes that problem entirely.
One note on weekdays: Monday through Thursday, the kitchen closes at 11:30pm. The 1am window is a Friday, Saturday, and Sunday exclusive.

From T-Mobile Arena and The Park (Park MGM, New York-New York), it is a 5 to 8 minute walk via the pedestrian corridor. New York-New York and Excalibur are walkable at street level. From the Bellagio and Cosmopolitan cluster, a 3 to 5 minute rideshare is the practical call. You have time for a short ride and still order comfortably before 1am.
